Irmo Council Swears In Members, Approves Budget Amendments and Annexations

IRMO — The Town of Irmo held its regular council meeting Tuesday, Dec. 16, 2025, at the municipal building located behind Town Hall at 7300 Woodrow Street.

Councilwoman Dr. Barb Waldman and Councilman Gabriel Penfield were sworn in to new four-year terms. Penfield was recently under investigation by the Irmo Police Department and the South Carolina Law Enforcement Division related to allegations of criminal sexual conduct.

During the meeting, Town Council made several appointments. Mayor Bill Danielson was appointed to the Central Midlands Council of Governments Board of Directors. Dr. Waldman was named Mayor Pro-Tem. Lisa Hancock was appointed Municipal Clerk, Will Edwards was selected as Town Attorney, Jake Moore Sr. was named Special Projects Attorney and Jake Moore Jr. was appointed Criminal Prosecution Attorney.

Council reviewed the results of an independent financial audit conducted by Highsmith & Highsmith LLC, which showed the town to be in strong financial condition, including a $4 million increase in revenues over the past year.

“I challenge any municipality to try to come close to what we’ve achieved fiscally this year,” Mayor Danielson said. “We have the best financial people in the state.”

Council unanimously approved a first reading of an ordinance to update and modernize the town’s procurement procedures. The revisions are intended to streamline purchasing by raising spending thresholds on certain items. The existing ordinance had been in place for 24 years.

A first reading also passed to annex 21.8 acres across Dreher Shoals Road from the proposed 60-plus-acre Water Walk development. Council also approved a first reading to annex Celtic Works, located at 10005 Broad River Road, into the town. The applicant is requesting General Commercial zoning.

Budget amendments totaling $511,873 were approved. Council also authorized Public Works to purchase a new mower for $18,323.94 from Hilton’s Power Equipment.

Lawrence Coleman

Contracts for Town Administrator Jim Crosland and Municipal Court Judge Becky Adams were approved. Councilwoman Phyllis Coleman praised Crosland’s performance, saying, “I want to get on record how great a job Jim Crosland is doing as Town Administrator. He’s a wonderful addition to our town.”

As part of a continuing tradition, the town retired the United States Army flag from Veterans Park and presented it to Lawrence Coleman, a 40-year Army veteran. Town officials noted that military service flags at Veterans Park will be retired every six months and awarded to local veterans.

Annie Sizemore of Namaste Yoga

Irmo Police Department Sgt. David Fairbanks was recognized as the Town of Irmo Employee of the Quarter. Fairbanks joined the department in 2023 and serves in the Patrol Division.

Council also approved granting a $10,200 easement at the corner of Broad River Road and Royal Tower to allow Richland County to adjust drainage as part of the Broad River Road widening project. The Friarsgate neighborhood sign located on the parcel will not be affected.

In other business, Annie Sizemore of Namaste Yoga was named December 2025 Small Business of the Month. Namaste Yoga is located on Lake Murray Boulevard.
