Richland County Council has officially adopted its budget for Fiscal Year 2025-2026. During a meeting held June 17, Council approved the $1,457,108,024 spending plan after a third and final reading. The new budget took effect on July 1.
This year’s total budget reflects a $16.3 million increase from last year. The General Fund portion is set at $255,990,925 and includes key investments to support public safety, improve services, and upgrade county facilities.
Highlights of the General Fund include:

Continued funding for law enforcement, EMS, and emergency services

A performance-based step pay program to support employee retention

Facility upgrades at Alvin S. Glenn Detention Center, the Sheriff’s Department, the Judicial Center, Coroner’s Office, and Emergency Services

Improved information technology to enhance online access to services and bill payments
“This new budget is not about keeping the lights on – it’s about lighting the way forward,” said Council Chairwoman Jesica Mackey. “It funds the services we need today while planning for the needs of tomorrow.”
Richland County remains the third-most populous county in South Carolina, behind only Greenville and Charleston counties.
County Administrator Leonardo Brown added, “Responsible stewardship and transparency guide every budget decision we make. These principles allow us to deliver the essential services residents rely on.”
